This book presents a qualitative study that examined the role of municipalities on redistribution in Ontario, Canada. Grounded theory approach was used to guide the research process. Data for the study were drawn from 15 semi-structural interviews in a mid-size municipality in Ontario. These participants include stakeholders from municipal social services department, municipal council, community-based organizations, and community members on Ontario Works. Findings of this study support a service provision model builds upon the strengths of municipalities on redistribution. The findings further suggest that municipalities should have more flexibility at the level of policy implementation.
