As mentioned above, the bidding documents contain the basic characteristics that the purchase or contract must have in order to be awarded. Therefore, what is proposed in the manuscript is the implementation of a type of bidding process that, in addition to meeting the needs to be satisfied, takes into account environmental protection characteristics and rewards innovation and sustainability of the product or service contracted.
