Dr. Rodriguez completed two Master Degrees in Puerto Rico: Special Education and School Administration. A PhD in Education was earned at the University of Guadalajara, Mexico. He has worked as a teacher and educational administrator in different settings including special education, undergraduate and graduate levels in Puerto Rico, USA & Mexico.
