Theodore J. Stein is Professor of Social Welfare at the State University of New York, Albany. Professor Stein has conducted research and published extensively in the area of child welfare. He has worked with the Children's Rights Project of the American Civil Liberties Union and he has represented women and children with HIV in legal matters.
