Rosemary Doyle est originaire de Sainte-Anne-des-Chênes au Manitoba. Elle obtient un baccalauréat en langues à l'Université du Manitoba et ensuite sa maîtrise en littérature anglaise à l'Université Queen's, à Kingston (Ontario). Elle a fait carrière dans la fonction publique du Canada et principalement au Bureau du Gouverneur général du Canada à titre de chef de la correspondance et de conseillère au protocole.
