After a four-year investigation into an array of issues related to President Bill Clinton's pre-presidency financial dealings, alleged abuses by the White House, and Clinton's conduct as a defendant in a sexual harassment lawsuit, it was especially Clinton's affair with Monica Lewinsky, a former White House intern, that caused this report to conclude there were 11 grounds for impeaching President Clinton, including perjury, obstruction of justice, witness tampering, and abuse of power. On December 19, 1998, Clinton became the second American president to be impeached by the House of Representatives (the other was Andrew Johnson in 1868). On February 12, 1999 Clinton was acquitted of the charges against him, when the Senate failed to convict him by the necessary two-thirds majority vote.
