One of the paradoxes of all times rest in the gap between the meanings of the Geneva declaration about "Civilians in wartime" and the terms "Total war" and "strategic bombardment". The declaration refers especially to the sentence "don't attack no civilian under any circumstances", but the terms, recommended us to attack rapidly and quickly the civilians in a country at war for finishing the war quickly. What thus this means? What are the meanings of "attacks on civil home front"? What are the ways to defend yourself against such attacks? This booklet is trying to give definitions to the ideas, the rational, the theories etc. that are surrounding the threats on civilians in the time of modern war. The booklet is trying to give a focus on the Israeli case that is giving us another great paradox: why did Israel decided to go through with the doctrine of the attack strategy and not the defense one? Why did Israel, whom we are refering "The garrison state" did not trust in the defense as a method, and finally - why did Israel change its attitude towards the question? Is the wall project the correct answer to the threats of Iran and the Arab states on Israels' civilian population.
