This book is the outcome of in-depth academic research on the civil service carried out by acknowledged international and national experts in the field. It brings together papers and speeches presented at the international symposium "The civil service in Poland: 20 years of experience and the outlook for change", which was organized at the University of Warsaw. The authors summarise the studies on the transformations in the civil service systems in European and other countries, especially those pertaining to Anglo-Saxon culture. They also aim to provoke deeper reflections on the process of establishing the civil service in Poland, especially against the background of the legislative changes introduced in late 2015 and early 2016.
Jolanta Itrich-Drabarek is Professor at the University of Warsaw and directs the Centre for Studies in Local Government and Development. She received her PhD in social sciences and was formerly employed in public administration. She is a member of the Civil Service Council, an advisory body to the Prime Minister. Stanis¿aw Mazur is Professor at the Cracow University of Economics and Dean of the Faculty of Public Economy and Administration. He was a member of the Civil Service Council (2009¿2015) and cooperated with central offices, regional and local governments as well as international organizations (e.g. the World Bank). Justyna Wi¿niewska-Grzelak is a lecturer at the Faculty of Political Science and International Studies at the University of Warsaw. She is a EU Civil Service specialist, was formerly employed in public administration and is a member of the Polish Association of European Studies Board.
