Through this reflection, the researcher would like to demonstrate the impact of the Urban Safety Committee on the security in the city of Butembo. This argumentation is objectively clarified through the multiple perceptions of the population of the city of Butembo in order to make a clear appreciation of this structure, which is the result of administrative engineering caused by the inefficiency of decentralization, in order to respond in some way to the major concern of security in the city of Butembo. Through this research, the author focuses on the different roles of all the actors and structures involved in the functioning of the said committee, which relies on security issues and sometimes on the development of the city. Having noticed the misinformation of the population about the existence of this highly secure body, the researcher suggests that the functioning and organization of this committee should be made transparent in view of its mission, namely the security of people and their property. He advises effective decentralization.

Reagan Muhindo Muhesi es un investigador adscrito a la Facultad de Ciencias Sociales, Políticas y Administrativas de la Universidad Católica del Graben en Butembo/RDC. Trabaja allí como ayudante del profesorado, pero también en la supervisión de los estudiantes de la misma Facultad.
