The governor has run out of ideas to keep going and his popularity is waning. Then the old governor unexpectantly dies and leaves Edward, the governor's young aide, in charge. To cope with his new role, he would often hide in the old tower block away from the rest of the community to think. To pass the time he watches the sky with an old telescope left to him by his old teacher. Beyond the cloud, lies a brooding white light, only just visible through the cloud.
