Introduction of transfer development right and its' application for the city. Economic theory and empirical studies are introduced to investigate the suitability of transfer of development right for the resolution of land acquisition for the public use. Most of the citiy in Taiwan incurr financial burden for the provision of public service. Transfer of floor area for the development right in the private reserved landlord of public facilities could be compensated for its' economic loss. But, what about social welfare of the whole city?
