Its objective is to build a theoretical-philosophical foundation for a comprehensive public security and defence policy for the Venezuelan nation. Since the birth of countries and power, security has been necessary. Europe was constituted as a power bloc in the European Union, promoting public policies on security and defence common to all, in which university education institutions have played a fundamental role in the conception of these policies. Something similar has happened in Latin America, where university education has played a weaker role. In Venezuela since 1999, within the framework of the Constitution of the Bolivarian Republic of Venezuela, the Security and Defence of the Nation was given constitutional status and the Bolivarian Doctrine was created, based on the principle of "War of the Whole People". The participation of university education in this policy has been very limited. Theoretical-philosophical principles are proposed in order to develop a public policy that incorporates Venezuelan universities in the training of national security and defence through study plans.
