The objective of this work was to generate theoretical constructs associated with the teaching process of university mathematics in the field of Rural Education with the implementation of ICT, in the Administration career of the Santa Bárbara Program. UNELLEZ case. To develop it, it was assumed as theoretical foundations: what is teaching?, teaching of mathematics, teaching of mathematics in Venezuela, a journey of teaching mathematics in higher education, the university and the teaching of mathematics in the educational context, the teaching of mathematics through ICT, the teaching of mathematics in the era of COVID-19, among others. Methodologically, it was considered a research with a qualitative approach under the interpretive paradigm due to its methodological plurality through the use of the phenomenological method; In the same way, five (05) students and five (05) teachers of the UNELLEZ Program Administration - Santa Bárbara career were taken as key informants to whom a semi-structured interview was applied.
