Roy E. Staggs is a retired municipal government employee in the water utilities industry with over forty-three years of active service before becoming an author. His father was a decorated World War II veteran suffering from PTSD and alcoholism. Roy grew up in a small town in South Texas, but his family relocated to the Dallas suburbs at age fourteen. He is a native, lifetime resident of Texas. he still promotes and supports and occasionally advises the water utilities industry.
