Chemical weapons are not unique to the modern era. Historical applications are traceable to ancient Greek and Biblical times. However, the wholesale use of chemicals as weapons of mass destruction did not begin until World War I. From that horror in which thousands of unprepared soldiers were killed or maimed, came an international attempt to forever banish the use of such inhumane devices. Unfortunately the resultant 1925 Geneva Protocol only banned first use, not stockpiling, manufacturing, or retaliation use. That failure to regulate weapons through international inspections and include severe penalties for violations allowed state stockpiles to grow beyond excess. Now the world is on the verge of a new Chemical Weapons Convention (CWC) that not only closes the loopholes of the 1925 Protocol, but promises to truly eliminate a whole class of weapons of mass destruction (WMD) worldwide.
