Generally well-liked by most of the Dunder Mifflin staff, he is soft spoken and easy going, although he is often exasperated by Kelly Kapoor with whom he shares the same office. Toby, however, is intensely hated by the branch manager Michael Scott, largely because Michael has no authority over him since Toby reports to corporate headquarters, and because Toby frequently tries to dissuade Michael from many of his ill-conceived ideas. Michael tells Toby in the episode "Casino Night" that "every time I try to do something fun or exciting, you make it not that way. I hate so much about the things that you choose to be".
