Higher education systems have always focused on knowledge and scientific research, playing a key role in the creation, preservation and transmission of these resources for the benefit of the community. Over the last few decades, these systems have undergone significant transformations to better meet the needs of contemporary society. Since the enactment of Law 01.00, major efforts have been made to improve Moroccan higher education and adapt it to the country's ambitions. These initiatives include the implementation of the LMD (Licence, Master, Doctorat) system and the 2009-2012 Emergency Program, which introduced a contractual relationship between the State and universities, with monitoring of university projects based on precise objectives and quantifiable indicators.
