The main obstacles include the deprived nature of internal and external linkages. In Rwandan development partners mainly focus policy on cooperatives. The adoption of the integrated philosophy of cooperative entrepreneurship is solution. Efforts of such business actors as producers, markets and financiers and those from different stakeholders including cooperative structures, government, NGO could allow to adjust the current low performance towards more effective cooperative entrepreneurship. This is an excellent tool in rural development and transformation while it promotes economic growth and poverty reduction.
