Training Design and Emergent Leadership is an examination of leadership development at the neighborhood, community-based level. Locally-based leadership is important to overall community development, in that it is at the local level where residents are most political and advocates on matters related to their immediate lives. Fostering leadership at the local level ensures a stable and balanced approached to shared governance between residents,local government, and law enforcement authorities. This work demonstrates how the development of a leadership curriculum for local neighborhood leaders (residents) assisted them in becoming better planners, communicators, networkers, advocates, and collaborators within and for their local communities. This work demonstrates that local leaders should be cultivated, supported and provided the needed resources to become change-agents in their communities. In addition, this work provides a policy orientation for enhancing local neighborhood and community-based nonprofit organizations.
