Filling the manpower gaps so created through expatriate programmes proved unsatisfactory as these were temporary measures. The country needed a permanent solution to its manpower shortage challenges. The expansion of technical education programmes in the country seemed to proffer a better and lasting solution to the problem.This is the route taken by the newly elected government.It embarked on a comprehensive technical education programme including a section on the preparation of technical teachers whose brief was to produce technical teachers qualified in technical / engineering content and pedagogy. Graduates from this programme would be appointed to the country's technical and polytechnical institutions where the country had suffered serious volitional exodus

Mr James Bwerazuva was born in Zimbabwe in Masvingo Province. Was educated at various schools in Zimbabwe from 1952 to 1963. He qualified as a secondary school teacher in Mathematics in 1966. Ten years later he joined Mkoba Teachers' College as a teacher educator. He is now at the Midlands State University, department of Educational Foundations.
