Sangaré Mouhamoud es doctor en Derecho privado por la Universidad Cheikh Anta Diop de Dakar (Senegal) y profesor en la Universidad de Abiyán. Está reconocido por el Ministerio de Justicia de Costa de Marfil como asesor jurídico autorizado. Su práctica se centra en el derecho de las tecnologías de la información y la comunicación.
