William A. Galston holds the Ezra K. Zilkha Chair in the Brookings Institution's Governance Studies Program. He was previously the Saul Stern Professor and Acting Dean at the School of Public Policy, University of Maryland, and director of the Institute for Philosophy and Public Policy. He served from 1993 to 1995 as Deputy Assistant to President Clinton for Domestic Policy. He has a regular column in the Wall Street Journal.Tom G. Palmer is a senior fellow at the Cato Institute and executive vice president for international programs at Atlas Network, where he works with a global network of research institutes. His writings have appeared in Foreign Policy, Washington Post, Wall Street Journal, and other popular and academic publications.
