Murad Ismayilov is a PhD Researcher in Development Studies at the University of Cambridge, UK. Norman A. Graham is a Professor of International Relations at James Madison College of Public Affairs and Director of the Center for European, Russian and Eurasian Studies, Michigan State University, USA.
