Gabriel Chaves est un administrateur public diplômé de la João Pinheiro Foundation's Professor Paulo Neves de Carvalho School of Government et titulaire d'un diplôme en droit de la PUC Minas. Il travaille actuellement comme spécialiste des politiques publiques et de la gestion gouvernementale pour le gouvernement de l'État de Minas Gerais.
