Among the responsibilities of the UCC are licensing, regulation, infrastructure development and attention to rural communication service. The chairman of the commission is Eng. Dr. A.M.S. Katahoi; main offices are located in Kampala. The Rural Communications Development Fund (RCDF) was founded in 2003 and is responsible for developing the communications infrastructure outside of the cities of Uganda. The RCDF has set standards for its work in the 80 districts of the country, including: the creation of internet points of presence, internet training centers and internet cafes at every district headquarters; web portals for every district; maintenance of pay telephones at the ratio of at least one for every 2500 people; and development of postal projects, Multi-purpose Community Telecentres (MCTs), internet development for schools and health care facilities, and call centres.
