As of 2000, the population was 19,742. Its county seat is Evanston. The racial makeup of the county was 94.32% White, 0.11% Black or African American, 0.87% Native American, 0.27% Asian, 0.07% Pacific Islander, 2.86% from other races, and 1.50% from two or more races. 5.34% of the population were Hispanic or Latino of any race. 27.7% were of English, 14.8% German, 8.3% American and 6.9% Irish ancestry according to Census 2000.
