The highest governing body of the Ukrainian People''s Republic became the General Secretariat headed by Volodymyr Vynnychenko. The Prime-Minister of Russia Alexander Kerensky recognized the Secretariat appointing it as the representative govering body of the Russian Provisional Government and limiting its powers only to five guberniyas: Volyn Governorate, Kiev Governorate, Podolie Governorate, Chernigov Governorate, and Poltava Governorate.
