USA Cycling is also a membership organization of which nearly 60,000 members belonged to in 2006. The Amateur Bicycle League of America was established in 1920 and incorporated in New York in 1921. The organization changed its name to the United States Cycling Federation in 1975. In 1995, USA Cycling incorporated in Colorado. On July 1, 1995, both organizations merged, with USA Cycling becoming the parent organization. When USA Cycling was established, concern was raised by board members at the time that a conflict of interest had arisen due to the relatively small, interconnected group that did not have an equal representation of the membership interests in the governing body.
