He was a key figure in the South Vietnamese communist party and was rewarded after the reunification of Vietnam with a seat on the Politburo in 1976. He served in various cabinets posts after that, including Minister of Fisheries (1976-1977), Minister of Agriculture (1977-1978), and deputy Prime Minister (1976-1982) before serving as President of Vietnam between 1987 and 1992. He is Advisor of Party's Central Committee from 1991 to 1997.
