This guide, Volume 2, entitled Le Manuel des compétences transférées aux collectivités territoriales, attempts to highlight the basis of the missions and responsibilities of local authorities. It not only reviews the typology of transferred powers, but also presents the implementation mechanism. This is a logical, legal, human and financial framework, defined in part by the General Code of Local Authorities and other legal and regulatory texts. The decentralization system requires strong institutions and high-quality human resources. It is for this reason that we must constantly raise the alarm on the issue of professional training, in order to find lasting solutions.
