Political speeches, being a spoken communicative act, exemplifies the function of political discourse which is the expression of political ideas or ideologies in a manner to make it agreeable to the receivers. The research will conduct a pragmatic comparative analysis of the individual speeches of Duterte and De Lima namely: (a) the August 2, 2016, privilege speech of Sen. Leila de Lima in the Senate which deals with the issues on the Administration's War on Drugs, (b) and President Rodrigo Roa Duterte's speech about the anti-drug campaign in Malacañang during the courtesy visit Parish Pastoral Council for Responsible Voting (PPCRV) Chairperson Henrietta de Villa on August 03, 2016. It aims to (a) identify the manner of rhetoric (b) understand the approach and (c) pragmatic techniques used by the subjects. Results show that pragmatic features of Senator Leila de Lima's Senate Privilege speech and President Rodrigo Duterte's speech during the Courtesy call of Philippine Pastoral Council for Responsible Voting (PPCRV) contains almost the same numbers of Illocutionary force except declarations.
