Freshwater is a resource used in all economic activities (agricultural, industrial, domestic, energy, navigation etc...) that can lead to development. This resource is nowadays threatened by economic activity, population expansion, pollution, and climate change. In order to achieve a sustainable economic and social development, the adoption of integrated water resources management (IWRM) is necessary to manage in a rational and balanced way, and to preserve water resources. This management aims to solve the water problems in the countries and allow the integral and rational use of water in all the sectors of activity. In Algeria, the adoption of IWRM makes it possible to satisfy the water needs of the population thanks to the supply policy established by the public authorities. The State has decided to reduce the water deficits of the population and to preserve the water resources in the objective of sustainable development. Water management in Algeria is ensured by the public actors which are the Ministry of Water Resources, the water resources directorates of the wilayas, the river basin agencies and the decentralized administrations under supervision (ADE, SEEAL, ONA, etc.....) to control and manage the uses of the resource in order to protect it.
