"A fascinating tale that reveals the danger to our water supply and infrastructure in an era of global terrorism." -Dr. Michael R. Schmidt, former Manager of Policy Analysis and Research, Illinois Commerce Commission. Water Fraud is a startling account of a corrupt small water utility and the financial shenanigans used. In this fast paced novel of greed and self-dealing (spanning from Russia to America), Hayward weaves fact with fiction in what could be the most devastating act of terror in the United States. Water is our most precious resource. 84% of water systems in the US are not protected from terrorism under the Bioterrorism Act of 2001 because they are too small. In 2003 the American Society of Civil Engineers (ASCE) gave the US water and wastewater industry a near failing grade-it continues to deteriorate. At it's current replacement rate, it would take up to 1,000 years to replace America's water utility infrastructure, according to the EPA. America pays less than a penny per gallon for tap water. In one study, nearly 70% of small investor-owned water utilities are technically bankrupt or in serious financial condition.
