The subject of water stakeholders in Congolese law has endeavoured to list all those involved in the water sector. These players can be found in every sector of national life, from the constituent to the judiciary, from the executive on the State side and non-governmental organizations to the citizen and local communities. While the constitution lays down general principles of protection and access to water, its role is relayed by the legislature in the detail of these principles. In the Congolese context, it has been shown that the legislator does not play this role properly, insofar as he confines himself to general rules, leaving an important task to the executive. This approach is not conducive to the emergence of true water citizenship. The President of the Republic, by virtue of his missions and rank in the pyramid of executive actors, is the guarantor of any successful action in the field of water. His action has a major influence on all the players involved, and sets the direction for all the others.
