A web portal's rank has high impact on the displayed results by search engines and consequently their traffic. Nowadays, a lot of web portal managers make a consistent effort to employ Search Engine Optimization (SEO) techniques as a vital means to enhance their web portal's structure in one hand and to obtain a better ranking results in the other. The main reason that led the researcher to encounter this study was the fact that a great number of web pages are highly ranked by search engines that take the roots from either Spam websites or low Data Quality (DQ) web portals. This shows that SEO techniques are yet far from being efficient in spotting the right data. Therefore it is inevitable that these techniques will be revised in the near future. A very important criterion that will most probably be involved in SEO techniques is a focus on the web portals' DQ. Therefore, the ultimate goal of this research is to develop a model for better assessment of the DQ of the web portals through the lens of users' perspective.
