The Democratic Republic of Congo, according to some authors, is a country of paradoxes. Paradoxes all the more true that the reality does not fit with its name. Thus, there is almost no democracy in a "democratic republic"! By chance or as a consequence of lack of will, the country had to wait forty-six years to see its first democratic elections (credible and transparent) and fifty-nine years to see the first civilized transfer of power between an outgoing and an incoming elected President. And the country of Lumumba and Tshisekedi has not yet finished its journey towards the promised land of participatory democracy and the rule of law... In this context, it becomes more than imperative to try to document the actors in order to help them answer, with full knowledge of the facts, the questions related to democracy in Congo-Zaïre. Hence the purpose of this book, which is more a tool for analysis and comparison aimed at advancing the democratic process.
