Chester E. Finn, Jr. is a senior fellow at the Hoover Institution and chairman of the Koret Task Force on education. A former assistant U.S. secretary of education, he serves as president of the Thomas B. Fordham Institute and is the author of Troublemaker: A Personal History of School Reform Since Sputnik. Richard Sousa is the senior associate director and a research fellow at the Hoover Institution.
