Ignace KWANDELEMAMA TIBINDE, nascido em Isiro (República Democrática do Congo), a 14 de Outubro de 1985. Licenciado em Economia e Professor na Universidade de Uélé desde 2011. Investigador em Economia Rural na Bacia de Uélé. Foi o Secretário Académico da Faculdade de 2013 a 2018 e, desde 2018, é o Director Adjunto do Gabinete do Reitor.
