William Doyle Ruckelshaus (born July 24, 1932) is an American attorney and civil servant. He served as the first head of the Environmental Protection Agency (EPA) in 1970, was subsequently acting Director of the Federal Bureau of Investigation, and then Deputy Attorney General of the United States. He is a graduate of Portsmouth Abbey School, Princeton University and Harvard Law School. He served in the United States Army from 1953 to 1955. Ruckelshaus was born in Indianapolis, Indiana. He was Deputy Attorney General of Indiana from 1960 through 1965. He was a member of the Indiana House of Representatives and its majority leader from 1967 to 1969. He was an unsuccessful candidate for the United States Senate in 1968, losing 51%-48% to Birch Bayh. The President appointed him for the years 1969 and 1970 as Assistant Attorney General in charge of the CivilDivision for the U.S. Department of Justice.
