In the public service, employment inequalities mirrored the discrimination suffered by women and people with disabilities in the wider employment market with particular regard to opportunities in employment, earning levels, benefits and conditions of service. The public service thus lacked legitimacy and credibility in the eyes of the majority,who in the main are women. Besides the fact that countries have their own internal instruments in advancing the cause of women, South Africa, has the most recognized Constitution in the world and legislations, coupled with compliance with international instruments, for example United Nation Convention on the elination of all forms of Discrimination Against Women (CEDAW) and the International Labour abur Organisation Covention 111 but the implementation and advancing the cause of women remains a challengeas observed in this study.
