Gender analysis is considered an indispensable tool for development. The commune of Allada (as well as the district of Agbanou) remains at the heart of concerns and programs on the "Gender Approach" or "Women's Empowerment". In addition, development agents most often consider the women of Allada as a homogeneous group without taking into account their diversity. In this context, the following questions are of interest to our work: - How can local governments identify interventions to ensure gender-equitable outcomes? - Who are the stakeholders who can support local development based on gender equity? - What is the role of communication in mainstreaming equity in development actions? Faced with these questions, it is necessary to contribute to the reflection on the integration of the gender and equity dimension in the policies, strategies, programs and structures of the Social Development Agencies and in the efforts of different actors for development.
