En 1977 se licenció en la Facultad de Biología de la Universidad de los Urales. Trabajó en las estructuras de personal de grandes empresas industriales y comerciales. Se graduó en sociología. Es experto y consultor de las autoridades estatales y municipales en el ámbito de la organización del trabajo con los jóvenes.
