We are currently in a competitive environment where municipalities and departments are considered as companies and that each local authority implements local development strategies in order to increase its value. The general objective of this study is to enable local authorities to orient their economic policies in order to position their commune in a sector of activity that is conducive to development. We take as an example the commune of Yéne. This work answers the question: what territorial positioning mechanisms should the commune of Yéne put in place to raise its level of economic development? To answer this question, it is appropriate to pose two hypotheses: A positioning of the commune of Yéne would allow the locality to improve its economic activity. The organization of the production chain of halieutic products would allow the commune of Yéne to position itself on the fishing industry.
