Danielle Resnick is a Research Fellow in the Development Strategies and Governance Division at the International Food Policy Research Institute (IFPRI), USA. James Thurlow is a Senior Research Fellow in the Development Strategies and Governance Division at the International Food Policy Research Institute (IFPRI), USA.
