As the National Highway Traffic Safety Administration (NHTSA) reports, drunk driving claims nearly 30 lives daily through road carnage and related incidents. The states of Massachusetts and Texas have various rules that regulate the sale and consumption of alcohol to avert its adverse impacts. The laws in both states set out the minimum blood alcohol content (BAC) for drivers, penalties imposed on drunk drivers as well as jail terms. While the US grapples with a high number of drunk driving-related deaths, the trend in China is strikingly different. With stricter laws, the number of annual deaths caused by drunk driving deaths is around 1,500 (Xiao, Ning, Schwebel, & Hu, 2017). The alcohol serving and drunk driving laws in China, Massachusetts, and Texas are identical in terms of informed consent, although the retributions, serving times, and BAC limits are different.
