JOHN LEPPER is Research Fellow at Lancaster University, UK. His public and private sector experience includes advising Nomura, the Bank of New Zealand and the Deputy Prime Minister of New Zealand. He was director of a private consultancy and has taught at universities in the UK, New Zealand and China.
