Assessor Dr. iur. Lars Winter studierte in Osnabrück und war nach dem ersten Staatsexamen als Wissenschaftlicher Mitarbeiter an der Universität Osnabrück beschäftigt. Parallel dazu promovierte er bei Prof. Dr. Stüer und absolvierte anschließend das Referendariat im Bezirk des OLG Oldenburg.
