The soul of every people consists of a sum of characteristics that are generated in its individuals by inheritance. However, if a number of those individuals come together to perform an action, their meeting generates new psychological conditions that are based on the conditions of the people, and may differ from them in many cases significantly. Gustave Le Bon says: Long contemplation of the events of history has always shown me that human societies are as difficult to structure as individuals, and it is not in our power to suddenly change them from one state to another. Yes, it is possible for nature to bring about a sudden, total change, but that is never subject to our will. Therefore, the love of some of them for comprehensive reforms was one of the worst influences on nations, no matter how good it looked. Because it will not be useful unless it is possible to change the spirit of the nation suddenly, and time alone has this authority, and what governs people collectively are thoughts, feelings, and habits, all of which are present in us, and then the laws and systems are nothing but an image of the general soul that we have and represents. Its needs, and if the laws and regulations come from the soul, it will not be able to change them.
