King Louis VII sought to establish clarity on the ecclesiastical laws in the eastern parts of his French dominion . This was done to maintain a sense of general public welfare, protect the institution of the church, and also to fight the claim of the Holy Roman Emperor Frederick I Barbarossa, who was claiming borderlands in Burgundy and Lorraine at the time. These statues are relatively brief and deal with most pre-existing Carolingian laws.
