Since the decision of the Federal Constitutional Court (Bundesverfassungsgericht) from February 18, 1998, it is questionable, whether Widows' Pensions are property-protected under Art. 14 Abs. 1 GG or whether, as the court ruled, they are simply a public welfare issue.
